The NEW OINP Point SystemWhat Every Student Must Know
By The Franish — Everything French
Ontario rebuilt its whole PR program in 2026. Here's the new rulebook — explained simply.
Key takeaway
On June 26, 2026, Ontario replaced 8 confusing streams with ONE — the Ontario Workforce Priority Stream. Old EOIs were withdrawn. Old rules are gone. Here is what replaces them.
What is OINP?
Ontario's way of hand-picking immigrants it wants — and giving them a golden ticket toward Permanent Residence. Think of it in two steps: Ontario nominates you first. Then Canada grants PR. A nomination almost always locks in your PR path. Two teams say yes: first Ontario (nomination), then Canada (PR).

Why Did OINP Change?
On June 26, 2026 Ontario amended Regulation 422/17 — replacing 8 separate streams with ONE simpler stream.
Before — 8 streams (all closed)
Employer Job Offer: Foreign Worker · In-Demand Skills · International Student · Master's Graduate · Express Entry: Human Capital Priorities · French-Speaking Skilled Worker · Skilled Trades · PhD Graduate
After — 1 stream: Ontario Workforce Priority Stream
One clear front door for all skilled workers. Old registrations under closed streams were withdrawn. Applications sent before June 26 are still judged by the old rules.
One Stream. Four Lanes.
Find the lane that matches your job and skills.
TEER 0–3 Pathway
Higher-skilled jobs (managers, professionals, technical, skilled roles) with a permanent job offer.
TEER 4–5 Pathway
Lower-skilled / hands-on jobs with a permanent job offer — a real door for many workers.
Self-Employed Physicians
Doctors can apply with NO job offer — need CPSO good standing + OHIP billing eligibility.
Rural Employer Relief
Easier employer rules for towns in census divisions under 150,000 people.

What Ontario Scores You On
Age · Education · Language
- Age: Younger working-age applicants generally rank well.
- Education: TEER 0–3 needs a post-secondary degree or diploma. TEER 4–5 needs at least a high-school diploma.
- Language: Proven with IELTS General Training, CELPIP-General, PTE Core (English) or TEF Canada, TCF Canada (French). Higher CLB = stronger profile.
| Pathway | Minimum Language |
|---|---|
| TEER 0–3 | CLB/NCLC 6 (CLB 5 for designated trades roles) |
| TEER 4–5 | CLB/NCLC 4 |
Pro tip: Language is the ONE factor fully in your control. Aim above the minimum — every level up strengthens your rank. French counts too.
Work Experience · Job Offer · NOC
- TEER 0–3: 6 consecutive months in the offered position (within the preceding 12 months) — OR 3 months for recent Ontario graduates — OR 2 cumulative years in the same NOC occupation within the last 5 years.
- TEER 4–5: 9 cumulative months in the offered position within the preceding 2 years.
- Job offer must be full-time (≥30 hrs/week), permanent (no end date), and urgently necessary to the employer's business.
The 1-Year Work Experience Rule (Express Entry)
For 2026 Express Entry category-based draws: ONE full year of continuous work experience required (in Canada or abroad, within the last 3 years). This is different from the OINP experience rules — do not mix them up.
French: Your Secret Weapon
Canada wants more French speakers every year. Rising targets mean more invitations aimed at French speakers. Express Entry runs dedicated French-language category draws. French can satisfy your pathway's CLB language minimum.
Even basic French can move you into a less-crowded queue. NCLC 7+ qualifies you for federal French-language category draws — separate from Ontario, no job offer required. This is exactly what The Franish trains you for.
Canada targets 12% Francophone admissions by 2029.
Common Mistakes — Avoid These
Apply under a closed stream — all 8 legacy streams are gone.
Let your status expire — extend your work/study permit before it ends.
Bend the truth — misrepresentation can mean refusal, a 5-year ban, or losing status.
Miss biometrics or medicals — do biometrics within the deadline; book medicals early.
Trust an unlicensed 'agent' — use only CICC-regulated consultants (RCIC).

Frequently Asked Questions
Can I apply to OINP right now?+
The new OWP EOI portal opened on August 4, 2026. Eligible workers with employer support may now register Expressions of Interest. You cannot apply without a Job Offer ID from an employer who has filed through the Employer Portal.
Do I need a job offer for OINP?+
Yes — a full-time, permanent Ontario job offer is required for both the TEER 0–3 and TEER 4–5 pathways. The only exception is self-employed physicians, who need CPSO standing and OHIP billing eligibility instead.
How many OINP nomination spots are there for 2026?+
Ontario reached 10,750 nominations in 2025. The national 2026 PNP admissions target is 91,500 across all provinces. Ontario's specific 2026 allocation has not been officially confirmed in public documents.
Does French really help with OINP?+
Yes. Even basic French can help you meet the language minimum faster. NCLC 7+ earns higher EOI ranking points. Qualifying in both English and French unlocks a 10-point bilingual bonus. And NCLC 7 in all four skills qualifies you for dedicated federal French-language Express Entry draws.
What happened to the old OINP streams?+
All eight legacy OINP streams closed permanently on May 30, 2026. Uninvited EOIs under those streams were withdrawn on June 26, 2026. Only applications submitted before May 30 remain protected and continue under the old rules. If you had an old EOI but no invitation, you must start fresh under the new OWP.
